Claudel Sebaganwa is a seasoned technology leader with over a decade of experience driving digital transformation, innovation, and data-driven decision-making across the public and health sectors. Currently working with the Ministry of Health in Rwanda as an eHealth Strategic Advisor through leveraging cutting-edge technology to strengthen health systems, enhance service delivery, and improve population health outcomes. His expertise centers on Digital health Strategy Health, Systems digitization, where he leads high- impact initiatives such as the National Centralized Electronic Medical Records (EMR) implementation to reduce patient wait times, emergency response system deployments for improved health crisis management, and pandemic preparedness frameworks to bolster disease surveillance and prevention. Before working with the Ministry of Health, Claudel played a pivotal role in e-government transformation, spearheading the digitization of 100+ government services—replacing legacy, paper- based processes with streamlined, automated solutions to enhance efficiency and citizen access. As a delegate at the East Africa Health and Scientific Conference, he brings a wealth of strategic insight into the role of technology in advancing equitable and resilient health systems, positioning him as a key voice in shaping the future of healthcare innovation in the region.
